This one is always a toughie. Do we (as a community) provide compromised shelter for 12 people, or safe shelter for 4 and expose 8 to the (unsafe) elements of life on the street?

One point I am unclear on: Why is the city thus far opposed to legitimizing the 12-unit-space even if Mr Pavlovic brings it up to code? Too high density for the area? Other?

One idea: Maybe Mr Pavlovic would be willing to go with the compromise of 8 safe suites (and reduced rental revenue) if the building transition costs were covered? See

I don't think the city should let people skirt the process like this. Poor people are entitled to the protection afforded by the fire code. Multi-tenant buildings need proper alarms, proper sized windows, two proper exit routes etc. If everybody just does what they want and then council lets them off once they are caught, what's the point of any bylaw, fire code or building code? This landlord is going to be an example of something. Council has to decide if he is going to be an example of consequences for thumbing your nose at the system or an example of benefitting by thumbing your nose at the system.
