So, if you have been wondering the issue of the urban hen pilot project motion, or following it quite closely, I have created a 10 minute video which takes you through the council discussion at the meeting on Dec 9th and Jan 27th. It is ten minutes but I think it flows pretty well, and the animated discussion among council members is pretty engaging.
This took quite a bit of editing. I have tried to be true to what actually happened with the urban hen pilot project motion as it wind its way through an initial council discussion, work by city staff, and then further council discussion. I hope I succeeded.
A couple of issues to ponder:
1) The newness of this council, so early in its term, trying to make headway on a tough issue.
2) The role of city staff in framing the debate. The power relationship between council and staff.
3) The impact of community led initiatives, outside of the structured city hall planning process.
